Call to Order. At 7:00 p.m., Mayor Tomlinson opened the public hearing meeting of the Holly Board of Trustees for RV Parks, Non-Domestic Animals and Yard Issues.

Holly Town Residents in Attendance: clearly stating name for benefit of the record. Jay Dee & Susan Holdren, Brad & Murray Barth and Jacob & Jennifer Holdren. Clerk Humrich stated the Public Hearing rules.

Questions and Comments from the Public, moderated by Greg Tomlinson, Mayor. Jay Dee Holdren expressed his concern on the RV Parks to include how the Town is prepared to handle water and sewer with adding on all the RV parks. He stated that on 9th Street, they already have low pressure or volume, and he currently has a pump in his house. Also, he expressed concerns about the Town’s law enforcement status and situations with RV parks that have already arisen in Granada. Brad Barth added that he has the same questions as Mr. Holdren. He is on 9th Street and has lower pressure or volume also. It was stated that there are many children in this section of town and they have a concern for safety of those children. Jacob Holdren then stated that they have many projects on 9th Street to improve the town and build homes for a nice neighborhood. He stated his concerns with how the town is approaching the explosion of RV parks in and out of town with the effect on our utility systems, as we have a very aged infrastructure for water, electricity and sewer. It was mentioned that normally this would go to a zoning board; however, the Town Board does this process. The question of whether Dollar General submitted an application for a needed utility impact study to be done was asked. This would tell us what kind of effects the business would have on the Town’s infrastructure, what kind of taxes will come from having this business and will those taxes pay for infrastructure. This allows you to come up with an agreement with the business on what is fair for all involved regarding costs. Jacob stated that he and others do not want, through raised rates, to subside the Town’s costs of new business infrastructure. He states a rate study needs to be done for fair rates on the Town residents. He stated that he is for improving and growing the town, but in doing so with everyone in mind. He does not like RV parks that allow staying longer than 60 to 90 days, as that seems to be when you get more issues that end up involving law enforcement. Sherri Brownfield then addressed the group with her view that more people coming into Holly in the RV parks is no different than if the property owners would fix their homes and start using those homes to bring people to our town. If a person wishes to stay longer, as long as they keep a clean area with no troubles; this will bring money into our area, kids to our school, etc., just like the racetrack did. Mayor Tomlinson asked the audience and the Board if anyone had any questions. There were no questions asked.

Adjournment of Hearing by motion of the Board. At 7:18 p.m. a motion was made to adjourn the Public Hearing by Trustee Tefertiller. Seconded by Trustee Ice. Motion carried 5-0. Meeting was adjourned.

 

Call to Order. At 7:18 p.m., Mayor Tomlinson opened the regular board meeting.

Roll was called. All present except Trustee Lozano. The Pledge of Allegiance was recited.

Additions to the Agenda. A request to have any questions or discussions about the New Business item G) ASE (Automated Speed Enforcement) done during the police report, so they did not have to stay connected through the entire board meeting. No objections were made.

Approval of June 3, 2026 Regular Board Meeting Minutes. A motion to approve June 3, 2026 Regular Board Meeting Minutes was made by Trustee Ice. Seconded by Trustee Crum. Motion carried 5-0.

Approval of current bills subject to final approval of Finance Committee Meeting on Friday, July 10, 2026. A motion was made to approve all current bills subject to final approval of the Finance Committee Meeting on Friday, June 10, 2026 by Trustee Willhite. Seconded by Trustee Lyons. Motion carried 5-0.

Notices and Communications. Colorado Municipal League (CML) is opening up for anyone interested in an appointment to their policy committee representatives; let us know and we will get you to the proper person. Kevin Bommer, Executive Director with CML, is doing impact grantees at the local levels. EV charging companies are still interested in putting stations in our town at no cost to the Town. They do all the billing, and we would get a cut on what is collected. They are asking about our capacity. If they have battery packs, can we handle the load and where to put the hook ups. The Administrator thinks on the east end of the depot parking lot would be the best place.

Public Appearances. None.

Reports. Police Report. Update only. The Clerk/Treasurer presented to the Board, beginning with issues still relating to reporting of specific case information with the Sheriff’s office. The Town attorney is working on this situation with the Prowers County attorney. I believe a copy of the letter was placed in your board packet. As I am sure you are aware many letters have gone out regarding Ordinance violations and one ticket has been issued for a second time dog violation – repeat offender; this will be an automatic summons into August 19th municipal court. I will be applying for a (DOJ) Department of Justice grant for the Police Department. I have not heard anything more about the (CDS) Congressionally Directed Spending funds that I applied for. Discussion followed regarding the Automated Speed Enforcement (ASE) which is a speed camera system to slow the traffic in Holly. The Board asked to have this subject moved to a workshop. Administrator Report. Administrator Holland presented to the Board the status of Atmos’s main replacement project which has started back up and is believed to be completed in September of 2026. He updated the board on the status of Element Engineering’s progress on the Drinking Water Project, that the annexation process is moving forward and the HVAC system has been installed at the theater. The majority of the pocket park project and the storage building at the pool have been completed. There are a few minor things to complete including the grass at the pocket park. Pool staffing was completed in June with two managers and nine lifeguards being hired, along with two people for outside summer help. On June 10th Victor went to Bucket Truck and Pole Top Rescue Training in La Junta. Every bucket truck received its own self rescue kit courtesy of ARPA (Arkansas River Power Authority). Discussion on the Town cleanup and the costs. Plains Disposal quoted for a roll-off to include delivery and disposal. Information on a towing company was presented regarding charges for inoperable vehicles left on property. Both of these topics were moved to the workshop. Request for bids for construction management mold remediation at the Holly Community Complex building has been sent out. The manhole repair on Hwy 50 at 11th Street is to be done by Carrigan Excavation and they are scheduled to mobilize at the end of July with work to begin August 3rd and it will take approximately one week to complete. Administrator Holland is working on a new possible building for the equipment yard; costs and budgeting are being looked into. He made connections with Arrowhead Water through CRWA (Colorado Rural Water Association), to be able to receive three pallets of water. They donated one pallet to the Holly Fire Department, Holly Ambulance, and Town of Holly Public Works Department. Clerk/Treasurer Report. Clerk/Treasurer Humrich presented the May financials, the current balances of accounts, police/court information for June, and the status of all grants. Discussions followed on the (ASE) Automated Speed Enforcement – speed cameras, the status of the Holly School District power line, east well issues as being handled by the Town attorney, and the status of the drinking water project financially regarding the $250,000 we were unable to collect from the DOLA grant and possible options. Continuing with the status of the other projects, grants and funding opportunities that have been applied for. An update was presented on TextPower, which is getting close to completion, and the Rushton annexation paperwork being sent to the Administrator for Prowers County to be taken to the County Commissioners. Discussion on the findings from (PUC) Public Utility Commission regarding the collection of utility payments and deposits. Followed by more discussion regarding many ordinances pertaining to the Town cleanup, and an added note regarding special events was brought to the table for further consideration. All discussion topics were moved to the workshop. Library Report. The library report was included in the Board packets. There were 86 patrons, 121 checkouts and 3 computer users. Thank you to the Town of Holly Board of Trustees for the assistance with getting all of the books ordered for the 2025-26 Library Grant year. The Clerk will be finalizing the library reports and applying for the new year’s grant application. We encourage everyone to go check all the new monthly activities happening at our local library. A motion was made to accept all reports as given by Trustee Crum. Seconded by Trustee Lyons. Motion carried 5-0.

Old or Unfinished Business/Discussion. Resolution 2026-5 – A Resolution Amending Resolution 2023-3 Relating to the Disconnection of Utilities for any Delinquent Electrical, Water, or Sewer Accounts of the Town of Holly, CO. A motion to table and move Resolution 2026-5 to the workshop was made by Trustee Lyons. Seconded by Trustee Crum. Motion carried 5-0. Resolution 2026 - ? – A Resolution Concerning the Collection of Utility Service Fees. A motion to not accept Resolution 2026 (5) from last month was made by Trustee Tefertiller. Seconded by Trustee Crum. Motion carried 5-0. Decision for East Lot: Should we rebid or initiate a new contract? Discussion on the East Lot began. The conclusion was that all parties were willing to proceed. The Administrator will process a new contract for the Board to approve. The Clerk/Treasurer will look into the earnest money and find the previously accepted bid proposal. A motion to move the East Lot topic to the workshop was made by Trustee Ice. Seconded by Trustee Lyons. Motion carried 5-0.

New Business/Discussion. Approve a Change to the Normal Agenda Format to Include Mayor Discussion Under Miscellaneous. A motion to approve the change to the normal agenda format to include Mayor discussion under Miscellaneous was made by Trustee Lyons. Seconded by Truster Tefertiller. Motion carried 5-0. Approve Liquor License Renewal – Trailside Liquor. A motion to approve the liquor license renewal for Trailside Liquor was made by Trustee Lyons. Seconded by Trustee Crum. Motion carried 4-0. Trustee Willhite abstained/personal. Approve Liquor License Renewal – The Ice House. A motion to approve the liquor license renewal for The Ice House was made by Trustee Lyons. Seconded by Trustee Tefertiller. Motion carried 4-0. Trustee Willhite abstained/personal. Approve Santafe Trailhouse – Liquor License Manager Change. A motion to approve the Liquor License Manager Change for Santafe Trailhouse was made by Trustee Lyons. Seconded by Trustee Willhite. Motion carried 5-0. Prospective RV Park Business – Austin Hazen – One on Park approximately at the end of 9th Street (10th) and one addition to existing RV Park/Storage Unit on 8th Street; Town would provide utilities. Discussion on the water/sewer situation for the RV parks began with the following conclusion: a motion was made to approve the 10th and Park Street RV Park by Trustee Lyons. Seconded by Trustee Tefertiller. Motion carried 5-0. Discussion followed on the street repairs to the Town’s property. The Town will cut the road and be responsible for the tap; the owner for the rest. Discussion continued on the additional 8th Street RV park which will require a water tap, a sewer tap and electricity; this property is within the Town limits. There will be a total of 12 to 14 additional RV unit hook ups and the Administrator stated that he figured it came out to be about 120 gallons per day will be added to the Town’s infrastructure for water. Discussion ensued on more RV parks going in and what is going to happen with the Town. Trustee Willhite stated that the need to do a rate study is very important and it will assist in a possible new classification of customer. A motion to approve the additional 8th Street RV Park was made by Trustee Crum. Seconded by Trustee Tefertiller. Motion carried 5-0. As for rates, the Board wished to move that discussion to the workshop. Prospective RV Park Business – Sherri & Dee Lyons – West Santa Fe. Discussion up to 10 water/sewer taps at $1000 per lot. A motion was made to approve the RV Park by Trustee Tefertiller. Seconded by Trustee Ice. Motion carried 4-0. Johnnie Lyons abstained as he is related. Automated Speed Enforcement – Speed Camera going to the workshop. A brief discussion followed with the request to move this topic to the workshop and have Jerome with Automated Speed Enforcement available for questions on appeals, etc. AirMed Care Workshop. A brief discussion followed with the request to move this topic to the workshop. Clean up Holly: Approval for number of roll-offs and how many times to empty. Discussion on whether or not the Town needs to do a cleanup. After much discussion about Ordinances, a request to have this topic moved to the workshop was made. The workshop was set for Saturday, July 11, 2026 at 1:30 p.m. and it would continue until all subjects were covered.

Miscellaneous. The question was asked by Trustee Tefertiller if the sweeper had been fixed as of yet; the answer was no. He asked to please get it fixed so the Town’s streets could get swept. Then the question was asked if the transmission on the pickup had been fixed. The answer was yes and it is in use.

Adjournment. At 9:37 p.m., a motion was made to adjourn the meeting by Trustee Willhite. Seconded by Trustee Tefertiller. Motion carried 5-0.
